En este primer foro realizado dentro la serie Diálogos Energéticos que estamos impulsando conjuntamente con el Centro Mexicano de Derecho Ambiental (CEMDA) para analizar el panorama energético nacional, los panelistas destacaron que en los últimos años México ha mostrado avances significativos en el combate al cambio climático.
Como ejemplo destacaron su rol activo en las negociaciones internacionales, el fortalecimiento del marco legal nacional con la creación de la Ley General de Cambio Climático y sus diferentes mecanismos e instrumentos de planeación, así como la reciente aprobación de la Ley de Transición Energética a finales del año pasado. De tal forma, en México ya existe el marco legal para la transición energética con leyes de planeación e instrumentos de política pública que permitan alcanzar la meta de generar para el 2024 el 35% de la energía a través de fuentes renovables.
Aunque el primer paso ya está dado, falta implementar de manera eficiente las leyes y fortalecer el marco regulatorio y competitivo. En vez de concentrar los esfuerzos en una sola energía como es el caso del gas natural, recurso fósil que si bien la Ley de Transición Energética considera limpia, no es renovable, se deberían crear incentivos para impulsar las energías renovables. Sería un error apostar por una política energética dependiente de un solo recurso energético, tal como se ha hecho con el petróleo. En este sentido, los expertos mencionaron que una de las ventajas directas de las energías renovables es su bajo riesgo de inversión ya que éstas no dependen de los precios volátiles como es el caso de las fósiles. Por el contrario, su potencial es muy alto, tal es el caso de la energía solar debido a que el 75% del territorio nacional se considera entre óptimo y muy bueno.
Por otra parte para fortalecer la transición energética en México, los especialistas señalaron la necesidad de desarrollar estrategias puntuales. Tal es el caso de acoplar los sectores productivos al cambio climático, la creación de un Fondo de Sustentabilidad que impulse las energías renovables, la eficiencia energética, el impulso a la generación distribuida y sobre todo, el desarrollo de un "pool energético" que permita la diversificación y un mercado más competitivo.
