La TSE es un proceso de cambio en la relación sociedad-naturaleza que requiere transformar los paradigmas de los modelos de desarrollo y las estructuras sobre las que los sectores económicos se han cimentado para generar patrones de producción y consumo en América Latina y el Caribe, cuyas consecuencias negativas son base de la crisis sistémica que afecta a la región, aunado a la vulnerabilidad que enfrenta por el cambio climático.
